"Private
Management Paradigms Application on Public Management: The Balanced
Scorecard in a Local Municipality"
Abstract
Organization
performance evaluation, whether public or private, with or without
profitable goals, is getting more and more relevant. The implementation of
excellence procedures stands out as vital aspect of private management
competitiveness. In the public sector, the desire of a more effective and
efficient management equally looks to implement those procedures.
Having these ideas
in mind, this essay aims at presenting a proposition of outlining and
implementing the Balanced Scorecard (BSC) applied to two test units in the
organic structure of a local municipality (the Municipality of Coruche).
The study is
organized in five chapters:
Theoretical framing;
Conceptual
Bases;
Methodology;
Case Study “The Balanced Scorecard Application in a
Local Municipality” and a Conclusive
Synthesis.
The methodology used
relies on the research/action method, complemented with a documental
analysis, sharing of information with the several organization
intervenients and a critical analysis.
The defined BSC
model, although having the theoretical reference raised in the literature
revision, it has been properly adapted to the environmental reality in
which the organization develops its activity, having in mind its mission.
The study comes to
an end with a proposition for the implementation of the planned BSC for
the test units of the Municipality of Coruche, including the conclusions
on the development process of the referred BSC implementation.
